Katsina Assembly Suspends Legislative Activities Amid Parliamentary Staff Strike

Legislative activities at the Katsina State House of Assembly have been brought to a halt following an ongoing strike by the Parliamentary Staff Association of Nigeria (PASAN), which began on November 26, 2025.

The parliamentary workers embarked on the nationwide strike over the non-implementation of the Consolidated Legislative Salary Structure (CONLESS) by some state governments.

Confirming the development on Monday in Katsina, the PASAN Chairman at the Assembly, Idris Abdulmuminu-Suleiman, said repeated assurances by the state government had yet to translate into the implementation of the salary package.

He recalled that parliamentary workers had previously embarked on a similar strike in October 2023 over the non-implementation of CONLESS, financial autonomy, and the failure to review their conditions of service.

Abdulmuminu-Suleiman said no legislative activities have taken place since the strike began, as workers have restricted access to the Assembly complex.

“As you can see, even the lawmakers were not allowed to come in because we have stationed our members at the entrance,” he said.

He added that the union has engaged the leadership and management of the Assembly on the matter, noting that the leadership has assured PASAN that its demands have been captured in the 2026 budget.
