NCC Sets Final Deadline for NIN-SIM Linkage
The Nigerian Communications Commission (NCC) has instructed all Mobile Network Operators (MNOs) to complete the mandatory verification and linkage of Subscriber Identification Modules (SIMs) to National Identity Numbers (NINs) by September 14, 2024.
This directive follows an update from the NCC regarding the Federal Government’s 2020 policy to link NINs with SIMs. According to the Commission, over 153 million SIMs have already been successfully linked to NINs, representing a compliance rate of 96%, up from 69.7% in January 2024.
In a statement signed by Reuben Muoka, Director of Public Affairs, the NCC emphasized the importance of public cooperation as the country approaches the final phase of the process to achieve 100% compliance.
“The complete linkage of all SIM cards to NINs is critical for enhancing trust and security in our digital economy. By verifying mobile users, this policy strengthens confidence in digital transactions, reduces fraud and cybercrime risks, and supports wider participation in e-commerce, digital banking, and mobile money services. This contributes to financial inclusion and drives economic growth,” the statement noted.
The NCC also disclosed that collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC) revealed alarming instances where individuals possessed over 100,000 SIM cards. The Commission remains committed to working with security agencies to eliminate the sale of pre-registered SIMs, safeguarding national security and ensuring the integrity of mobile numbers in Nigeria.
To ensure full compliance with the NIN-SIM linkage policy, the NCC reiterated its directive for all MNOs to complete the verification and linkage process by September 14, 2024. From September 15, 2024, no SIM card in Nigeria should operate without a valid NIN.
The NCC urged members of the public who have not yet completed the linkage, or who have experienced issues due to verification mismatches, to update their details with service providers before the deadline. Self-service portals are also available for convenience.
The Commission reminded the public that selling or purchasing pre-registered SIMs is a criminal offence punishable by imprisonment and fines, encouraging citizens to report such activities via its toll-free line (622) or social media platforms.
The NCC thanked the public for their cooperation in strengthening Nigeria’s digital ecosystem.
