Gov Bala Mohammed Assures Monarchs of Plans to Establish New Emirates in Bauchi
Bauchi State Governor Bala Mohammed has reassured traditional rulers that the state’s plan to create new emirates, chiefdoms, and districts is not intended to undermine existing traditional institutions or reduce the influence of current monarchs.
Speaking while receiving a report from the Committee on the Review of Districts, Chiefdoms, and Emirates, Governor Bala clarified that the proposed reform is part of a broader strategy to enhance local governance, address ungoverned spaces, and promote inclusive community development across the state.
“This move is not to diminish the powers of any traditional ruler, but rather to strengthen grassroots governance and foster closer engagement with the people,” he said.
Committee Recommendations: 13 Emirates, 2 Chiefdoms, 111 Districts
The committee, chaired by Hamza Koshe Akuyam, recommended the creation of:

13 new emirates

2 new chiefdoms
-
111 new districts
According to Akuyam, the committee received 196 submissions during its review—17 requesting new emirates, 166 for new districts, and several others for new chiefdoms.
Fulfilling Campaign Promises and Strengthening Identity
Governor Bala said the plan aligns with promises made during his 2019 election campaign, aiming to bring government closer to the people, foster local identity, and strengthen the role of traditional rulers in maintaining peace and unity.
While acknowledging concerns from some traditional leaders, the governor pointed out that similar reforms have been successfully implemented in other Nigerian states and even internationally.
“This is in line with established practices across the country where traditional institutions have been restructured to aid development planning and ensure equitable resource distribution,” he noted.

Governor Bala emphasized the important role traditional institutions play in:

He assured stakeholders that the reforms would be implemented fairly, with respect for existing structures, while also creating new leadership and representation opportunities.
The governor commended the committee for its thorough, inclusive, and transparent approach in carrying out its assignment.
