Justice Joyce Abdulmalik of the Federal High Court in Abuja has ordered the Central Bank of Nigeria to halt any further monthly financial allocations to the Rivers State Government.

The judge determined that Governor Siminalayi Fubara’s presentation of the 2024 budget to a four-member Rivers House of Assembly constituted a violation of constitutional provisions. She criticized the receipt and distribution of monthly allocations by Fubara since January, describing it as a constitutional breach that cannot be permitted to continue. Justice Abdulmalik also stated that Fubara’s implementation of an unlawful budget represents significant violations of the 1999 Constitution, which he is sworn to uphold.

As a result, she has restrained the CBN, the Accountant General of the Federation, and both Zenith and Access Banks from allowing Fubara to access funds from the Consolidated Revenue and Federation Account.
